The thing is, nevertheless being able to build up what is indisputably a substantial and advanced arsenal still means that it was a sizeable and non-prohibitive amount of dosh, and the only thing that really matters about taking away Bruce Wayne's fortune is that he can no longer afford such fancy toys. Maybe the idea is that it'll come into play after this arc concludes, now that they've seen him without the mask, but waiting upwards of a year for one of the main gimmicks to really come into play is a weird decision.
