Yes, his checking out creatively played a role in the show losing its spark, but it's that coupled with ALL the original writers leaving after Season 3. Dan Harmon being given full creative control from then on was sure to end in disaster, with all the new writers being mentored by him alone and working toward whatever his vision would then become for the show.
Scott Marder was later appointed to fix Harmon's mess, and while some of his ideas might've helped course-correct the series, others led to some of the show's lowest points yet. Personally I feel Albro Lundy's had a solid track record so far and if anyone should be in charge, it's him.
