In the case of your example OP, it's because global birth rates ended up fucking plummeting on their own and now even third world hellholes are trying to figure out how to boost birth rates because their populations will fall by 90% and be 50% old people that drain the whole system by the end of the century if things keep up. Also the messages were directed at developed nations at the time, but those nations were already below the replacement rate, most people just weren't aware of it because it was way harder to find statistics on that sort of thing at the time so there was a broad assumption that people still had ~3 kids on average.

I come from a big family, and am the last of 6 kids, so I remember being a bit taken back watching this episode as a kid.
It didn't make me depressed or anything because I was raised decently and cartoons don't influence me like that, just thought it was weirdly specific, maybe a big mean. It's about an issue kids wouldn't have to deal with for years, and have no control over if they're already born into a big family. "Don't pollute or litter" or "don't judge people before knowing them" are pretty basic messages a young child can understand and implement, telling kids to prepare for family planning and the dangers of overpopulation feels like a really abstract message in comparison.

You're treating this like it's a gradual reduction and that the elderly wouldn't be a burden here, in some countries they're projected to make up over half of the total population.
