Why hasn't Powergirl been in any DC animated shows? Not even an animated movie of her own.

Galatea was how she was brought into the Timmverse. She was in the Public Enemies movie. There are a lot of other characters that haven't had their own shows or movies that need it more than her.

JLU doesn't count since Galatea is only based on her; she didn't appear in the show proper. She showed up in Public Enemies and a single episode of DC Superhero Girls, albeit as a persona Supergirl adopted for one episode. The DCSHG appearance is ironic considering her mentioning wanting an identity of her own and finally getting one only to discard it. She makes cameo appearances in Teen Titans Go, a MadTV sketch and had a small part in a DC Robot Chicken Special.

As for why she doesn't appear more often, the biggest obstacle is perception. Her design is controversial, but can be handled with tact. Her origin, while not as terribly and mindbreakingly convoluted as it's made to seem, requires a bit more effort to explain and carries with it the baggage of the multiverse. And finally, staff will more often than not find her redundant with Supergirl around. Power Girl requires a bit more care to properly adapt than other characters and somebody willing on doing so.
