JLU doesn't count since Galatea is only based on her; Power Girl herself didn't appear in the show proper. She did show up in Superman/Batman: Public Enemies and a single episode of DC Superhero Girls, albeit as a persona Supergirl adopted for one episode. The DCSHG appearance is ironic considering her mentioning wanting an identity of her own and finally getting one only to discard it. She makes cameo appearances in Teen Titans Go, a MadTV sketch and had a small part in a DC Comics Robot Chicken Special.
As for why she doesn't appear more often, the biggest obstacle is her perception. Her design is controversial, but can be handled with tact. Her origin, while not as terribly and mindbreakingly convoluted as it's made to seem, requires a bit more effort to explain and carries with it the baggage of the multiverse. And finally, staff will more often than not find her redundant with Supergirl around. Power Girl requires a bit more care to properly adapt than other characters and somebody willing to do so.
