Alright, finally got around to reading this. Here are my two cents:
Judging this text solely from the first draft perspective (as in where the plot generally is headed), I don't have any major issues with it. It very much feels like "Batman meets Superman for the first time" type of story minus a subsequent team-up, a very solid formula. I do have some things to say about the specifics.
Essentially, this story needs some serious padding up. I agree with >>149476798 except that it doesn't extend to Arthur alone. Right now, the character interations come off real dry, so it could really use some elbow grease in this department. This refers both to interactions you've already mapped out and those you might consider including, like maybe Crackdown and Frank exchanging a couple of words after Brad nicks off with a bloom sample.
I see what you're trying to pull off with Arthur comparing himself to football jocks like Jack, but the conclusions he draws from it feel a bit too straightforward. Arthur is *really* self-loathing, that is true, but most of the time he doesn't know what to think when it comes to other people, that's pretty much what got him into that Avoidant Attachment Style relationship with Lila in the first place. Are they good kids with futures so bright you got to wear shades or are they just vain meatheads cruising through life on easy mode in his eyes? I feel like you might have answered that question a bit too concretely. Oh and that bit sticks out real hard to me.

Also, don't take this the wrong way, but I feel like you are leaning into stuff from Issue 0 a bit too hard. Jack describing the sensation of his hand exactly as Derek did somewhat disconcerted me, though it might just be me growing disconcerted with my previous work in general.

So yeah, these are my thoughts so far. I might expand on this with further possible critique upon further rereads. Happy birthday.

You've explained this before, but a lot of the time it's too much of an explanation of how he thinks and not what his actual opinions are in his own voice. More examples of him speaking or expressing himself in general would be very useful in trying to write the character. Like specific scenarios where he does voice his opinion or we are made privy to what he is thinking.

In my notes I had a post you made on the subject from over a year ago where his headspace is "alpha vs beta" and it's all shit he's making up inside of his head, but being told he's making up shit inside of his head leaves me to have to make up the shit myself since I don't know what shit he made up to be mad about.
Most of the time when people make up imaginary situations to be mad about they will actively move the goalposts when called out on it, sometimes to the point where whatever opinion they had initially becomes something very different from what it was before only to revert back as soon as the person challenging their previous opinion is removed.

Issue 0 is my only real point of reference for Crackdown at this point in his story. His early career has mostly been skipped over in favor of Lila shipping and the bulk of his content is inside of drawpile doodles which are out of character for pretty much everyone.

So maybe we start these expansions with page 7. After Frank takes the uppercut from CD and says "I should've seen that coming." CD can come back with "Your greed has really blinded you this time, Frank." but before he can get into specific accusations, the part with Bull-E happens.

I'm not sure if CD would have much, if anything to say to Bull-E during their fight though. Would he try to bait Bull-E into a rage? Ask him if he even knows how dangerous and terrible the specimens he's been brought on to help steal are? I feel like if he goes that route, it will only further motivate Bull-E to run off with one like he does later.

We can insert a new page between 11 and 12 if you want CD to verbally tear into Frank for trying to steal a Bloom and how nothing good can come of this. If he does this, maybe he's locking arms with Frank and that gives Bull-E the opportunity to grab and dash.

It's hard putting a spin on there being any positives to stealing and selling a Bloom sample. At least worse, it would create demand for treatments. And on the scale of bad to horrible it gets used to create a panic to distract from something else or gets researched to unlock the secret of the physic hive mind so something more sinister than the Bloom is controlling the infected.
So I can't think of any pseudo moral grandstanding Frank can do over this. Maybe a dig at Carver Medical keeping the things locked up and hampering "progress", but there's not enough of a nugget of truth in that to work.

That's not mandatory. Frank's core believes don't stem from "government/corpos are le bad" kind of worldview, it is moreso that "government/corpos ain't better that shit". Frank morality is very much "might makes right", he's just not as outspoken about it as your typical Metal Gear Rising villain.
