Not only Hulk is a character with far less "consistency issues" for full on herald scaling like Miles, Godzilla is likely being deprived of both DC and Marvel scaling from the official crossovers for "fairness" sake and limited to just "Godzilla" content while Marvel by itself has a canonical crossover cosmology with several other franchises.
