Today's cartoon writers could never. If this scene were made today, everyone would have beanmouth and the characters would go "Haha, isn't it wacky that we're a terror group and we're in line to get government benefits? How zany and crazy is that, haha!" and then they would wink to the screen and two of them would turn out to be gay and kiss.

Exactly. They even got as subtle as recording a backwards Take That to people who thought rock bands put Satanic messages in their songs backwards (the cult chant in "Skeletons in the Closet").
