Mostly just to keep the story more clear. Obviously we aren't gonna be animating things but we do have a general story arc things fit in to. If you add too many new factions to the main storyline, it becomes cluttered and bloated. That's why we keep the episodic element in there were people can suggest new ideas that fit into the world but don't become a part of the main overarching storyline.

Well, there's actually a plot point that when the Incel Emperor imprisons earth in season 3, he gets the help of various villains from the first two seasons to help him, with the promise of vengeance against the Thong Squad. Eventually, because he's such an annoying prick they turn on him, but it does give some of the extended villain cast a place to show up and impact the story.

The club he frequents the most is 'the exotic peacock', the one Ashe and Eliza work at, he considers them both as his favorites and they're practically close friends, the girls consider him 'a true gentleman' despite what his obsessions imply (he's not aware of Ashe's double life so far).
-With such a lifestyle, he is forced to don a disguise so no one from the institute he works at could recognize him. Dr. Gooner's mission is to discover what's that 'something', if there's one, that can allow for anyone to unlock that power freely, and prove his theory is more than the ramblings of a potential pervert.

Of course this doesnt mean every person everywhere will have powers at some point. at the end, while the doc's hypothesis is mostly true (Sexual prowess can give powers, and theres people out there that can control that power in different ways). the fact that it just doesnt weld with actual society, a society that looks upon sexiness with shame and disgust, will not make it stick, that would be a long process that would take decades, even centuries.

the Doc. wants to kickstart the process, but at the end, regardless of his efforts, not only he is risking himself being arrested and lose all his credibility as a scientist and as a human being, but even if he succeeds in convince his colleagues, the world will take A LOT of time to adapt, probably the doc would die before society ever takes the definite first step into that evolution.

after Queen Regulita's defeat in S2, i can see the worlds governments being more aware of the deal with the Assaheim vs the Dark Kingdom conflict, and to that end they would need teams of their own in case they cant use the squad to combat threats of that level, with people like Ashe or Dr Gooner in the frontline. and since she doesnt need to act as a thief anymore, i can see Ashe and Eliza being part of one of those teams even before the formation of the resistance
