Because they need to rely on nostalgia to get money. Heck, Feige has been coping lately saying Doom was always the big guy for these phases and they were going to get rid of Kang.

The REAL reason is that Jonathan Majors lit his career on fire by being an abuser, so all their original plans for the next decade went up in smoke. RDJ as Doom was a desperate fallback option.

My honest theory is the Russos were not gonna do the next Avengers movie and they were offered to come back, they probably agreed on the condition they could do whatever they wanted, Downey Jr probably also agreed to return if they let him do whatever, and everyone probably agreed Doctor Doom would be awesome and and Downey was probably vain enough to suggest himself for it

I remember when Doom had a small scar on his cheek that he felt made him hideous. I remember when Doom had the mask burned onto his face and he was unable to take it off. I remember when he had horrific burns. It's shifted over the years.

Not very. Robert Eggers found a dozen of them for Nosferatu. Marvel found a deaf native american with a prosthetic leg for Echo. They just didn't care for Doom.

Feige said something indirectly about Kang not working out, so they probably just fished for the next Avengers level threat/event, settled on Doom and decided to double tap by using the face of the prior big phase protag since he's not doing Iron Man.

What's funny about Kang is that he was made into the next big bad in the middle of production of Quantumania, Marvel execs were so impressed by Majors that they thought he could carry a phase, Kang was originally supposed to just be the bad guy for Ant-Man 3.

Technically he was just the villain for Loki, He Who Remains (a role they originally wanted to give to Giancarlo Esposito) but they liked his performance that they made him into Kang and then the villain for the entire Multiverse Saga
