The whole point of the Spoiler costume was to hide her identity (she was also younger and probably less developed when she started). Tim thought she was a short guy at first before he took her mask off and was shocked by being pretty. Even the big Spoiler shoulder strap seemed to be made to cover up one of her breasts in the first few issues she was in before it got shrunk.
After a while you started getting people drawing her more busty in the suit. But Robin in the 90's was still considered a book meant to be sold to kids so they probably didn't want to make her too sexy.

Basically, Steph was from a broken home and prone to make some bad decisions early on. The pregnancy was a way to show the repercussions of growing up with a criminal father and drug addict mom, she’d end up looking for male attention and ended up with a guy she barely knew who knocked her up. She would give it up for adoption because she couldn’t take care of it and feared her dad using the baby for leverage against her or corrupting him.
DC canon is screwy, but I doubt it’s something they’d bring up anytime soon. The storyline was only like 5/6 issues in the first place, and only mentioned in passing after.
