Felicia was originally supposed to be kind of a beefcake but it didn't translate well to sprite art and they ended up making her a lot less muscular. It survives in some of the early art and her original sprite if you take a closer look at it. She's also been depicted with blue eyes even though they're supposed to be green a bunch so maybe Capcom just doesn't give enough of a shit.
