Brad Bird has made the same movie a few times now: The Incredibles, Tomorrowland, etc. The recurring themes are are that there exist a special class of elite superhumans (actual superheroes, geniuses, etc) that are strictly better than the rest of us are. Because they are strictly better than us, we should let them solve all of our problems. Anyone who wants to get between those people and unchecked, unmitigated power and authority is the bad guy because by divine right of being special those people get to decide the fate of the rest of us.
This is a narrative that works very well as long as the special people are all good and pure and all of the villains are outsiders to this special inner circle who are dooming the world directly by opposing the special people. If one of the special people was, themselves, a villain would run counter to the entire message that the worldview exists to convey in the first place. Thus, it cannot exist in the story. Any super-powered person in The Incredibles being a villain, anywhere in the world, is just as impossible as Bob taking off his pants and taking a big fat shit in the middle of the room in full view of the camera: its simply not a thing that would ever be included in the story or approved by the people making it.

There's a whole alternate timeline with the Rise of the Underminer video game and unfinished Boom Comics series that was produced in the interim. The comics had a lot of villains either going overseas or keeping a low profile after the ban and feeling much more emboldened to come out of hiding after the events of the first film.

Of course the only thing I2 really took from those comics was "Let's take that hypno villainess concept and make it the shittiest twist villain ever"

Not likely, they already knew all the identities, locations and vulnerabilities of most of them, and could mindwipe anyone if needed.
As the other anon said they mostly seemed interested in Syndrome helping them kill off everyone else. Syndrome's accusation of the authorities being in bed with him is soft confirmed when the agent Bob is friends with mentioned in the limo about financially crippling Syndrome's funds expediently, implying they already were aware of some of the concerning transactions and developments there, they just didn't care until it was apparent he was going to pull a fast one on their turf.
Helen was concerned about Jack-Jack, but Bob doesn't seem to double take at how casual that topic went.

Gamma Jack was able to take out the first omnidroid Syndrome sent out. The model was close to the final design that fought Mr. Incredible. It could've thrown stuff or shot its laser at Jack from afar. Syndrome probably improved the armor after Jack since it explained why nothing except itself could penetrate it. The omnidroid was able to handle exposure to lava.

You know, I didn't really think about it before, but they have to have some way of enforcing the superhero ban, and by extension, watch out for cases like this. It's outside the scope of a film like this, but they had to have some form of supe neutralizer team to deploy against anyone liable to actually become a violent threat, while they were perfectly fine letting insurance and altruistic capes handle cases like Bomb Voyage and the Underminer that just stole shit.

Maybe that could be the basis for a third movie: just go Venture Bros and have them get tangled up in a sort of OSI and GCI situation, whereas something like Nu-SPHINX (Sphinx!) goes after people like Syndrome.

Actually, creating a badass villain with superpowers is a very difficult task for a good story.

It's kind of a weird plan for a bunch of other reasons, though. First, it's strange to villify someone for inventing fantastic new technology and selling it (and from the sounds of things, pretty affordably), which is basically what the final step of his plan amounts to. That would just mean Syndrome was an exceptional man, which is supposedly something Brad Bird was attempting to champion in the movie.

Second, he's definitely still a villain because he went around murdering innocent people out of jealousy, and he'd have gotten thousands more killed if not for The Incredibles thanks to his inability to control the Omnidroid. But that feels like it was thrown in because Bird/the writers realized his actual plot wouldn't come across as all that sinister presented on its own.

Third, it's not like this tech would just be released into the world and that's that. People would reverse engineer it, improve on it, invent competing products, etc. Some people would be better at using it than others, some people would think it was fucking rad and save up their money to buy more of it. It's strange to think that everything would just remain stagnant after everyone got rocket boots and cool lasers.

Ultimately it goes to show how far good filmmaking and strong character arcs go, because the movie still manages to be awesome despite the villain's big plot being pretty retarded.

The thing about the omnidroid is that it could not be improved against itself without making itself weaker, they would have had to build it's claws with a flimsier matterial compared to its near indestructible coating. The upgrade was probably better self preservation. The omnidroid destroyed itself without any regard when it first fought Mr. Incredible and pulled out its own core. One of the things to note in addition to what other anons said is that what makes Mr Incredible somewhat unique in the Incredibles universe is that he doesn't have any readily exploitable weaknesses

Most supers don't have good durability, which is why it's relatively easy to kill them if you get a good hit in, Bob on the other hand is just that though and on top of it has a danger sense and has above average intelligence so you can't even exploit him in a "dumb brick" way
only real flaw he sort of has is chronic hero syndrome

She was in a Super team, the Phantasmics, with Everseer, Psychwave and Macroburst and those three are killed in quick succession. Omnidroid V1 kills Psychwave and Everseer, Macroburst destroys the V1 and then he's killed by the V2. V2 then moves to other Supers.
From the timeline it looks like the rest of the Phantasmics reunited to fight the Omnidroid together. But Plasmabolt didn't reunite with the Phantasmics. If she was going to go back to Super work it would have been with them.They might have reached out to her but she got enough satisfaction from her civilian life not to go. She didn't die.

Apparently that was the result of an editorial dispute. In all likelihood conflicts with editorial and Disney was probably what killed the series and left it in a cliffhanger too since they wanted that final battle arc to end on a divorce with a hook for a timeskip sequel series of Dash and Violet starting their solo hero careers and trying to get their parents back together.

I was just listening to that, and I don't mean to one up but the more disturbing thing is she mentions her abilities are Death Note-esque, she could just look at pictures and the mental command still worked regardless of range. No mention of a limit to what the command was either.

I'm not sure if the paralysis time limit applies to the commands as well, but even so she could have easily done any number of things for herself and the government simply through watching TV, reading newspapers, magazines and year books.
