no he isn't. the show allowing him a few bits of integrity to make him seem not completely pathetic and allow moments of charm doesn't mean he isn't still wrong. his fixation on spiderman is more akin to a personality disorder than any kind of legitimate concern. he has an emotional fixation and will viciously attack it in spite of any evidence to the contrary. reminds me of abusive women I've encountered in real life.

I hope Brand New Day will flesh out MCU Jameson some more.
He's a very flat character for the most part, but then the scene with Peter on the rooftop watching JJ's "everything Spider-Man touches comes to ruin" speech is one of my favorite Spider-Man movie scenes.
