Supervillains can potentially do some good for the world if they turned their lives around.
Magneto could build skyscrapers in a few days if he wasn't obsessed with murdering humanity, Luthor could cure cancer if he wasn't obsessed with killing Superman.
Of course there are some villains where it make no sense for them to still be alive like Joker.

The funniest thing is Metropolis and Gotham are usually portrayed as pretty close to each other, sometimes just across the bay, yet bright and shiny Metropolis has the death penalty and dark gritty Gotham doesn’t.

Seems to me there was a time when the FF were down-and-out and The Thing applied for a construction job. He was turned down (Don't recall why. Not being a Union member?) until he intervened and saved a guy's life.

Metropolis is (relatively) crime-free BECAUSE Superman lives there. You'll be captured before you can even rob a gumball machine.
Batman will get you -- eventually -- but Serious threats keep him occupied most of the time. So long as you rob bodegas during daylight hours, your crime spree can continue for quite some time.

I don't disagree with your concept of Metropolis, but are there any comics that actually explore this? "Superman Year One" sort of thing?
My read was that Metropolis was always relatively nice to begin with and just got better after Superman arrived. Unlike Gotham where it went from unliveable to "liveable with an asterisk".
