In order to be a cyborg the character has to have at least their flesh brain. Anything else is a robot with flesh attached.
I don't know exactly how a living consciousness or memories downloaded into a computer brain are categorized, but they're not cyborgs.

cyborgs are basically just in the "youll know it when you see it" level of definition

having a prosthetic arm or a pacemaker technically makes you a cyborg, but we never call them that in conversation unless its as a joke
the terminator also fits the technical definition of a cyborg but is generally not considered one because it can live without its fleshy bits (the movies do call it a cyborg, but fans insist its just a robot)
this genuinely an instance of definition by consensus, since the dictionary definition is often ignored

Metallo, vic stone, tharok, robocop, robocaine, darth vader, general grievous, any of the non robot go-bots, deathlok, forge, cable, etc are cyborgs, aka, a living being with artificial attachments/ life support. Tony could be a cyborg if we wanted him to be, I think in most cases it's judged on how much cybernetics is need to keep a person functioning rather than just being an add on that doesn't help them move or live.

that's what makes Ultron so good, he's a reflection of Pym. he was partially the cause for Hank losing it and being Yellowjacket and everything else. he's a personal villain.
