Turns out being trained in the art of restraint and being in close proximity to highly dangerous people who go out of their way to try and escape restraint all the time for prolongued periods of your life can make you pretty adept at disarming people.

Doubt Lock-Up has Schizophrenia, he seems pretty aware of all of his actions.

More likely Bolton is a sociopath with Grandiose Delusion, a Compulsive need for control and a Superiority Complex.

I dabble in creating diagnostic for Batman Villains. And if my diagnostic is right then it makes good sense way he was put in Arkham at the end of the episode.

You know what I don’t understand? Why dosen’t Batman Cripple his rouges gallery? Like I get he won’t kill them but he could shatter a knee cap after any of them kill let’s say 30 people and the sad thing is I’m low balling that number.

At no point does he meet the criteria for being put in a psychiatric facility as opposed to a prison, though in reality only 2-3 of Batman's rogues would qualify. Otherwise you're right about his mental state, but I think you should also consider the fact that for all his bluster about criminals he's a security guard rather than a cop.

That is because the methods of restraint taught to people who work in a health care setting around people with "challenging behavior" are the same methods taught to security firms. The only difference is that restraint in health care settings try to minimize impact when applicable while security has no pace of descalation, it is immediate and total.
