The most interesting part of Shin for the matchup is that it can drastically shift itself without really needing to "progress" to that point. The best thing Shin gives is that it doesn't "die" when its pieces still exist. Its cells are more advanced than actual cells and basically power themselves by performing atomic reactions with the air. This way, when they blast off pieces of Shin using MOPII bunker busters through its back, the pieces of them continue growing which was shown in the movie via a report, and in a deleted scene shown to the audience directly. Based on concept art it's implied that these could eventually grow into a new Godzilla probably.
