It was the GCPD and Huntress's story as well, it was a team effort. Batman stopped Cain, who had been hired by Two-Face to kill Gordon but wasn't involved in the mock trial itself. He also took care of Scarface and the Ventriloquist in the first arc.
> I vaguely remember Freeze was in NML, was that Bruce who dealt with him?
Yes, ended up leaving him on an ice floe in the middle of the river.
>I was hoping for more stuff like the Clayface story where we see how villains are adapting to NML and Batman has to foil their various schemes. There was a lot more interpersonal bat-drama than proper villain stories and a lot of the rogues felt underdeveloped in the new status quo
I thought most of them had great stories. Scarface, Scarecrow, Black Mask, Two-Face, Joker. I read the original trades that skipped all the secondary titles and a couple of nonessential arcs, it likely reads better that way.

It has nice art, but the writing and the mystery are incredibly stupid. The same is also true for The Long Halloween, but TIm Sale's style has more artistic merit than Jim Lee's.
