Team Fortress lore worke because TF2 doesn't actually have lore. The comics where just fun and they just wrote whatever they thought would be funny. It's not really part of the game, nor does it have any real effect on it either. In a way it's almost a mockery of lore fagots looking way to far in to everything. It also helps that TF2 established lore is simple; 2 holding companies are actually spy fiction organizations trying to take over and you and your team are nameless mercs hired to take each other out.

OW on the other hand has always advertised their deep lore and characters and shit that happens in the shorts and comics actually take effect in game or reference major events and characters. Since the lore kind of matters it makes things look even more awkward as not everything translates well between the two. What is the lore reason to be transporting the limo car? Why are they fighting in a midevile castle? What's the point of holding the points in Dubai? If there is a good team and a bad team why would evil people work with good heroes? It gets worse too because Blizzard seems to hate their own fanbase and doesn't seem to communicate between departments so you have instances like with DVA where in game she's a stereotypical gamer girl but in her video she's actually a super stoic and thoughful warrior. Or now where we don't even get comics about new heroes so we don't even know what their relationships are. It all just makes the game look like ass and more confusing instead of being fun.

Sombra being friends and even sometimes hanging out with the heroes doesn't make sense either. She's on a good accord with most of the women and even seems to regularly message Illari and Venture according to their dialogue. Unless of course in the comics she really is that much of a turncoat

She's a tease and friendly with everyone (minus Mauga), as for being in contact with Illari and Venture these characters don't have an official affiliation with the new Overwatch team so she's allowed to do that. Also she's still an information broker and Doomfist likes it when his agents move with a bit of independence

You're missing the point entirely. Lore in OW matters, but the lore doesn't match up with what actually happens in the game. It doesn't technically effect game play, but if you ever played the game and wanted to know why they are fighting or who a character the lore is just going to make things more confusing and make the world less sensical, which for most people takes them even more out of the game and world.

TF was never topped, so I'd believe it. Overwatch was shiny and new for a while, but it was always, always sterile, safe, and rang hollow. I feel like the best way Overwatch’s story could’ve worked would’ve been to use external media to actually drive the narrative separately from the game outside of big events, much like other titles like League of Legends.
Short stories, animations, and comics give us deeper insight into these characters and the world at large, and that then gets reflected in the game by adding characters that first appeared to / got alluded in external media, thereby driving interest back to the game.
