Team Fortress lore worke because TF2 doesn't actually have lore. The comics where just fun and they just wrote whatever they thought would be funny. It's not really part of the game, nor does it have any real effect on it either. In a way it's almost a mockery of lore fagots looking way to far in to everything. It also helps that TF2 established lore is simple; 2 holding companies are actually spy fiction organizations trying to take over and you and your team are nameless mercs hired to take each other out.
OW on the other hand has always advertised their deep lore and characters and shit that happens in the shorts and comics actually take effect in game or reference major events and characters. Since the lore kind of matters it makes things look even more awkward as not everything translates well between the two. What is the lore reason to be transporting the limo car? Why are they fighting in a midevile castle? What's the point of holding the points in Dubai? If there is a good team and a bad team why would evil people work with good heroes? It gets worse too because Blizzard seems to hate their own fanbase and doesn't seem to communicate between departments so you have instances like with DVA where in game she's a stereotypical gamer girl but in her video she's actually a super stoic and thoughful warrior. Or now where we don't even get comics about new heroes so we don't even know what their relationships are. It all just makes the game look like ass and more confusing instead of being fun.
