What makes Charlie "evil" is her idea of how to redeem a sinner. She thinks that playing infantile games while making a sinner not engage in immoral evil acts is enough to be redeemed. She thinks that's a good standard for Heaven. That is an insult to anyone who is good and has common sense.
Another failing Charlie has is how she wants to help sinners but she's blind and can't tell that Husk and Angel Dust are SLAVES to evil overlords. She truly can't tell that those two are miserable. How can she boost morale for other sinners if she can't tell her closest allies are tormented slaves? Charlie is "evil" in a She's A Fuck Up Failing Her Way To The Top kind of style.
That kind of writing. And it really doesn't help that the show is bending backwards to make it seem like Heaven is unreasonable because Heaven is so stupid they don't know how humans are allowed to enter Heaven. Another thing is the leaks explaining that Sir Pentious was not evil and didn't deserve to be rejected from Heaven.
