The issue with Nightwing is that due to him being THE husbandofag of the comic community there is little to no way to make everyone happy. They could cast like the literal Dick Grayson who has stepped out of the comic pages and come to life and Fujo will still complain about him not being good enough. The only problem with Nightwing, isn't casting. It's that it's a character that you don't want to rush. You have to introduce Robin in the second Batman movie. Then you'd want 2ish more Batman movies with Dick as Robin still. Then you'd want him to have the temporary division with Bruce, to do at least 2 Teen Titans movies as Robin. Somewhere between the Batman and Titans movies, he needs to interact with Superman, to get the Kryptonian Nightwing naming origin.
THEN, you could introduce Nightwing.
To do Nightwing properly, it'd take at least 4 Batman and 2 Teen Titans movies, and that's just to get Nightwing to exist. Then you'd be able to actually have a proper Nightwing. Anything less than that, is a rip off.
Unfortunately, that'd take a decade of back-to-back movie shooting, to get through those 6 movies, to have a Nightwing in his 20s. No one wants a 40 year old Nightwing origin.

I'm not sure there would be any interest in a Nightwing movie, but if you had asked if WB would greenlight even a low budget horror movie focused on Clayface, I would have been doubtful.

A good, inexpensive street level action movie set outside Gotham, featuring Dick made for under $50M is plausible but would need a lot of action, similarly to John Wick, or something along those lines (save not really gun focused, just action choreography and quality stunt-work wise) to be worth even that low a budget.

Batman Forever showed you can condense Dick's origin into a subplot without issue. You can do the same with Jason. Tim's origin is far more involved, but given his solo run he's the one you use for a serialized show. You could make his origin work for a film but you'd need to rework the details to streamline it. Damian is the real issue because his origin is based on retcons. For a film you'd need an internal chronology that fits, to have Ra's and Talia established, and you need Talia to have the appropriate characterization.

It's an easy fix. Do what Begins did and have Bruce train with the League before returning to Gotham, allowing Damian to be conceived then. Then 10 years later when Batman's an established entity, we'll get Damian. Flashbacks and bits of dialogue are enough to get the audience up to speed. It's how things worked back then, especially for Batman. You don't need whole movies to set things up.
