I think you got your info mixed up. April was originally asian within Peter's notes, but her being white was pretty much set in stone within his sketches. The only thing that was undecided for her at that time was her name. Ironically, Baxter was the one where they didn't know what race he was going to be at first. As for Kevin's part, he has stated multiple times that she was only named after April Fisher, while also further adding that she didn't start looking exactly like her until later in the original mirage run.

Thats it. The first few waves of toys had an april figure, and they attempted to make her similar to barbie and she ra. The basic idea was to have a figure that girls could join in with their male friends or siblings to play ninja turtles with. At worst, a working woman that wouldn't be insulting and annoying to a mother or grandmother who would probably purchase the toys.

So she is healthy and attractive much like barbie or she ra was. And an adult.

It wouldn't be until the narcisism of adult ceo's forced its way into the writing room that you would start to see tons and tons of characters miroring the audience (kids in school). NGL, out of all the buyouts involving stuff I liked over the years, Viacom buying out TMNT was one buyout that really pissed me off. It also says a lot about Viacom and its handling of TMNT and other series ever since.

1. Viacom gobbling up TMNT years after Butt-Ugly Martians flopped reminded me of Disney gobbling up Marvel and Star Wars, coincidentally after John Carter bombed. In both cases, Disney and Viacom had several IP already, but they were apparently desperate for even more IP and lacked series that could sell action figures to boys. Marvel and Star Wars filled that niche for Disney the same way TMNT filled that niche for Viacom.

2. The TMNT buyout itself felt coincidental because it occurred on October 21, 2009, just months after TMNT '03 ended and before the release of Turtles Forever. Viacom also bought out Winx Club, which was on the same programming block as TMNT '03. Both buyouts reek of desperation on Viacom's part as it was scouring for any IP it could find and noticed those two shows doing fine on non-Nick channels.

It was random. Each episode might have 2 or 3 seconds of butt or big booba and then in the very next scene, she's pretty normal looking again. And it was never where you expected. Like she doesn't have big melons in the bikini shot. Its usually something random like she is holding a box or something.

The toys too sometimes played with it. Caveman / ninja april was pretty spicy for a toy. There was also ravishing reporter where she looked a little bit like a peg bundy floozy.

I vaguely remember the archie comic sometimes playing with it in single panels and slowly turning her into a ninja ariel, all but tracing disney art from the vhs tape.
