His ability to control the small amount on his body would be extreme.
Also gaara is a magic ninja. Toph can control earth but she can't can't anything else. Gaara knows magic ninja technique outside of standing around and sanding everything. Her enhanced senses would not stand up to gaara's stealth abilities. High ranking ninja are already trained to sense breathing, heart beats, foot falls, and smells in order to distinguish between illusions and reality.
