Sadly it is, buddy. Cloak has access to Darkforce power, but cannot use all of it because of "his morality and humanity" being kept thanks to Dagger's ability to heal souls "and turn them good", also known as... Snowbunny mind control.
And it is explained in pretty much all of CnD books, I'm not bullshiting.
If Cloak got rid of Dagger (which he won't because her coochie's too good) he'd get full access and control of the Darkforce, which combined to his intangibility power, would make him close to invincible (but also turn him into a super villain since the dark force is inherently evil and corrupt souls going on some Galactic wide mass genocides absorbing everyone) but Marvel coward ass won't do it, not even make a What If run of Full potential Cloak because he would win against everyone. He's one snowbunny away from being a Gary Stu character.

He has a shot. As I said, only wizards/sorcerers, or overpowered cosmic deities that have direct power on the matter itself can match Cloak.
But I stand by most Avengers don't have that. A spidey, Hulk, BP, Cap, Hawkeye, WS, Iron-Man, Guardians, Ant-Man... Most of the guys you see in the MCU, they all get cleared. Strange, depending on how broken his mind manipulation is and if he doesn't get caught first, has a chance.
Oh and maybe Scarlett Witch does have a chance too. And Magik
