Because to George, there's no lore building that isn't woven into the story. He doesn't like cool characters that are just cool, they have to be bent to the story. Grievous is weak cause he's meant to show Anakin's disability wearing his future suit. In lore obviously Vader decimates anyone he fights but in movies he's barely above a walk when he's rushing and moves like an animatronic from Chuck E Cheese. George doesn't get coolness, he doesn't get why people want to see Grievous slaughtering Jedi, he wants to display that being on the bad side makes you weaker.

They couldn't handle the choreography of a lightsaber fight with 4 arms that's why he just does that stupid spin attack, and that's the main reason he seems like such a joke. Also the chase sequence was originally planned to be longer with grevious and obiwan fighting ontop of windmill and shit. In the end grevious came pretty close to killing obi wan so I really don't think Lucas ever meant for him to be as much of a joke as everyone says Lucas did.

2 main reason
1. He was always a joke, the production of episode 3 was completely detached from most of the media connected to it. Projects like the original clone wars cartoon were basically just given design docs with next to zero context and told to go wild.
2. Lucas has always been very particular about how things like lightsaber duels are portrayed so there's a decent chance he wanted to make the evil non force user trying to use them look as pathetic as possible. Or honestly he could have just been one of the ideas that ended up getting cut down on in the script. Also trying to choreograph an actual fight between a human actor and a four armed cgi cyborg in the early 2000s was probably a tall order.

I think the worst part is the changes to his backstory where instead of having a mildly tragic past with parallels to Vader he's just some evil asshole that chose to borg out

The actual scene was hilarious. The entire first act of Revenge of the Sith + deleted scenes is like a random episode of The Clone Wars.

And you can see that George retooled this scene from silent, scary and edgy thing that storyboard artists drew to mustache twirling, cackling, coughing, sleazy, dirty Grievous that we know. It is obvious that he captured Shaak Ti in ray shields and then had her surrounded with an army of droids, and then sucked punched her from behind while cackling and saying
