Writers keep trying to rationalize a world that's both incredibly paranoid and a world with Superman being able to do whatever he wants. Superman can't just do a good thing because its a good thing because any good thing can be depicted as a bad thing. And Superman is a good man, enough to respect the autonomy of nations therefore Superman keeps getting arrested

The short of it is it visually communicates the premise of the "world of cardboard" speech but with a more benevolent angle and conclusion.
Superman despite being able to effortlessly overpower or simply ignore any attempts at restraint voluntarily bends to the law of the people he's integrated with.

what the fuck do you mean doesn't make sense? let's try saying the same thing, but in a different way. whenever super man gets arrested it's because the writer made the government not trust him, and also wanted to show nice superman is by not throwing his weight around with them.

At some point, it became a thing where the United States considers Superman to be an American asset, while Superman himself doesn't want to take sides. He's an American citizen, but he's not a member of the United States military and doesn't strictly answer to a higher power. This results in a degree of friction at times when Superman refuses to toe the line. This sort of storyline has been fairly common since the turn of the millennium, and even before. The entire premise behind Amanda Waller is rooted in the fact that most superheroes don't actually answer to any government. Additionally, there have been a few times where Captain Atom, who IS a member of the United States military, was deliberately used as a foil to Superman. This was done in both the President Luthor storyline in Superman/Batman, as well as an episode of Justice League during the Cadmus story arc.

Interestingly, Superman has been utilized for both sides. In certain comics, such as The Dark Knight Returns and later DC: The New Frontier, Superman was used as a representative of United States interests.

The movie starts about a fuss because superman goes stop a war in the middle east without talking first with the president about it. And then the subplot is that the definitely totally not Israel wants to genocide the brown people for money reasons, and Superman acts as a deterrent for that.

I'd say it's pretty political. The fact that you can remove the whole subplot and the movie works the same goes to show it was shoehorned after the script was finished.
