The show doesn’t really deconstruct anything all it does is make heroes and villains have added paper work but it shows how certain people can abuse a system and how it can have lasting after effects

Jonas basically creates the Guild and OSI to be his playground because he can bend the rules however he liked. It’s why he had Blue Morpho be his undercover black ops agent who cleaned up messes

Long ago, even the most comedic shows knew how to balance their bathos and put the clown horns away for serious villains, or else their sense of stakes would be ruined. Contrast with modern slop like rick and morty, where rick prime is hyped as the special sincere pure evil threat only for a stupid joke about mourning a random season 1 character to ruin it.

He's like Rose Quartz from Steven Universe. Parental figure to the main protagonist who died before the show began that everyone in-universe loved but as the show goes on we learn more and more about how shitty they were.

But since they're already dead we can't have them answer for their shitty behavior in a satisfying way.

I don't think he's supposed to be a deconstruction exactly. Doc either is or is just supposed to be a dick to parody Johnny Quest growing up to be a worse version of his Dad and then they reverse engineered Jonas to show how Doc got screwed up in the first place. Once they had him established they just went wild with him.
