It is soulful. Except don't lump Ramos in there.
Maybe it did get tiring at the time to see it a lot as people did want a realistic style that also was appealing as Bagley's art and had the same expression 80's artists had like Perez or Byrne. I think many saw this 00's art and thought it was too cutesy.

It's fun and nice to look at while also conveying action better than a lot of other western comic styles. Tbh it probably has some mileage left in the tank and deserves a resurgence

Honestly, it depends. There's a bit of variance in the image you posted, even. It goes artist to artist. I like the more anime-inspired versions because of the clear stylistic nod. The ones that are clearly western but just "wackier" and with zero fucking sense of proportion are obnoxious to me.

I do think it works way, way better for original or indie comics. When it's all the comic has to be and the designs are tailored to it, great! When we're decades into like Batman and you go from runs with deep, Gothic overtones, harsh use of shadow, or more realistic takes and then end up with... that. It's really fucking offputting. Which, sure, every new run/artist has their take, but when the audience generally wants one thing or tone and gets something completely different on what's literally the same numbered book, it's frustrating. Especially if it's at odds with the actual content and gravity of the writing.

Can they please, please stop giving this guy fucking work? I have been sick of his terrible style for nigh-on 20 years now, put me off a ton of what is supposedly good Spider-Man. I can believe he's still somewhat prolific and hasn't changed for the better at all. Deeply unserious shit. If I never saw a panel by him or JRJR again I'd be happy. And he just pops up at random too, which is like I said, all of a sudden solid art and consistent designs turn into that and I just want to put the fucking thing down.

I think that's a brief descriptor or at least a part of it, yeah. Like I said, depends on the book, but some of it is soulful, some of it just felt shitty and imprecise.

Ramos 90's/00's style with the over the top anatomy is very like Mexican graffiti inspired and it's the only time the art was any good, once he started doing the weird in the middle style during his slott run of typical comic art it got better but partly stylized is when shit got bad imo but full cartoony was great.

Not really Kelley Jones and Norm Breyfogle drew the most Batman of the 90's and they're extremely stylized just in a western way. Batman always worked best with stylized art imo.

The Marvel Age and Adventures books for kids had better art than some of main line because it was stuff like this and not that bland 00's Bryan Hitch realism type shit that was everywhere.

The execution varies with Warren, Bacchalo, Madureira and especially Scott.
Ramos I can't stand.
I'm not sure about that Jackie Chan image, but the show's designs were fine.

Jackie Chan was by Jeff Matsuda character designer on it also worked on the Batman, good mix of anime and cartoony styles giving unique look that still feels western, did small run of comics before going into animation.

It was probably the last bit of soulful comic art, but I don't really like it. It has this cheapness to it that really fucks up a lot of 00s comics for me, and it's probably because they started to use computers a lot more.
I grew up with this, but yeah, I don't like it anymore.

This shit is retarded. There's a reason why the JRJR rain piece is better.
Also Ramo's style can work ok and be tolerable like some of his work on Spider Island but pieces like the one you posted don't look good because the proportions within the style can break anatomy rules but it can still look proportionally off and ruin the aesthetic. I wonder Spidey in this image can use his feet as shovels and dig a shallow grave for himself for how ugly he looks here. Nice back and neck as well. I like how it looks like his head was just pasted onto the glob of meat where his neck should be, with no depth to it.

I haven't seen much of Joey Q's art before the digital took over. Doesn't look all that special. It looks better than his early digital 00's stuff as that looks really rough as well as his OMD stuff.
But his Iron Man looks good with all the coloring effects getting better over time. Daredevil covers were alright but his human faces and anatomy still look boring or bad. And he draws with some realism so you can't dismiss the anatomy criticisms with saying it's his style. You can do that for Ramos but not Quesada.

JRJR was good. Now he needs to retire. Oh yeah the cutesy I meant was that some good art of the time blending east and west could totally still get hit with the 00's era of edginess and attitude where any anime style is frowned upon. I wish modern east and west combo styles still kept some of the 00's edge and thick black outlines. Sandoval is good to me but he might have to become more flexible as his style can get samey and look a little off.

I need to read Cass's stuff. Kek at the guy on the right and his huge cheek. Must have been chewing multiple wads of big league chew. I have a feeling some of it will look wonky but Cass looks hot so that's what matters.
