Depends on what the personality or the role of the character the big titty character has that also affects their reception. If it's a main character rather than a side character, people will hold it to different standards in terms of design. Huge titties effect the design because theres not a normalcy of big breast character in the western medium compared to a character having a large ass, I don't see anyone struggling to make a character design with someone having a huge ass compared to Huge tits.

What was asked is why huge asses are so commonplace.

I have thought about this exact phenomena for literally years and it's because ass and legs are more anatomically integrated whereas breasts are sort of attached to the finished product (there's a reason implants used to be called bolt-ons for example).

As a result it's generally harder to draw a nice big ass but once you do it's going to make for a much more cohesive final design. The solution to this with boobs is therefore to go one of two paths -= you go full hourglass to balance it out with symmetry, or you steer into the skid and make the fact that the character is unbalanced and topheavy the point by slimming down everything else for the inverted triangle look.

1. On I suppose a primal level ass and hips are recognized as good childbearing indicators while breast are more sexual maturity indicators.
2.Depends on where you live and what's considered a big ass. Japan for example are big on tits. Oppai, Paizuri etc. While places like south america (Brazil, Columbia) have dances and culture devoted to ass and hip shaking.
3. Artists are trend chasers for better and worse. If DC made a power girl move and casted an actually very large breasted woman to play her pg art would explode just like what happened with overwatch and marvel rivals. Ass is for the most part in style right now it seems.
