It does portray Serena/Usagi as the ordinary girl with a heart of gold, who has a boyfriend way out of her league. It gets even funnier in R.

This is fine because Mamoru and Usagi are reincarnations of immortals who are destined lovers and their relationship is still legal with both US and Japanese law. And both are immortals who will turn the world into some weird moon utopia in the centuries to come. Also her original incarnation is a literal Anakin Skywalker/Jesus-esque virgin birth due to the SIlver Crystal's power. Its honestly the least controversial relationship in the series, though I don't think anything in Sailor Moon is as bad as Sakura's elementary school friend being engaged to their teacher.
