What's ironic about the ship is how big it got despite both characters only interacting for real in the very last episode. It makes me like to reimagine S01 with her as the villain Wander is trying to befriend.

I got into the series kinda late. Correct me if I'm wrong, but my understanding is that the Wander/Dominator ship only got big some years after the series had ended?
The last episode showed that Wander did eventually manage to reach out to Dominator a little bit. Not enough to turn her into a good guy, but enough that she seemed emotionally shaken by Wander forgiving her and saving her. I guess people took those last few minutes and used them as the basis for the pairing.
Also, I think the pairing got boosted by a small handful of fan artists who draw some extremely on-model fan art for it. Such as the artist who made the pic you posted.
