personal headcanon as to why pretty much only kids like Timmy(who honestly isn't even all that miserable) get Fairies is that after one of Cosmo & Wanda's past godkids had caused WW1 with a wish, Fairyworld has gotten incredibly picky with what kids they allow to have Fairies and have so tightened up Da Rules with restrictions and regulations to the current state where most kids who get Fairies aren't even all that miserable and even those usually lose them within a week of getting them*

*in this scenario I'm picturing the "Fairy Shortage" that led to Timmy having to share Cosmo & Wanda with Chloe to not be because there's suddenly too many kids who need fairies, but that instead more and more fairies are just quitting being God Parents all together as they're starting to feel the futility of doing it in the first place under the current system
