I don't think to remember well but Storm's powers are linked to the ability to influence the planet's natural forces. I seem to recall that in a story on an alien planet, her power set changed accordingly (like in certain planet's should be able of making acid or diamonds rain).

Because apparently Black Lightning is one of the only superheroes in DC's catalog that they don't own the rights to, and who's rights are still at least partially owned by the original creator. So they had to get around it by creating new electric superhero characters similar to Black Lightning.

Black Vulcan from the Superfriends is them trying to use Black Lightning but can't and then you have Juice from JLU who is a direct reference

Storm's powers are general weather so i would call this more of a coincidence
in Naruto the main dudes in the Land of Lightning are A and Killer Bee who do have lightning very much incorporated into their powers. Although a lot of people there are black its not like the whole village is. So this feels more like a coincidence
then you have them making Lightning Lad Black and giving Miles Morales a "venom shock" which for some reason isn't actually using venom and ends up being an electric shock. i guess venom is to much of an evil power
