Yes the mom and daughter Tina are both voiced by men. Tina in particular is the guy's normal voice.

Her voice isn't even far off from what a real pack-a-day middle-aged smoker sounds like. I've heard women in real life with voices way more fucked up than Dr. Mrs. The Monarch

the only problem I find is if you watch it as a kid youre not going to understand what its parodying and the subversive characters are many peoples introduction to pulp entertainment from the 50s-70s so they never go back and experience the real stuff or see any value in it because it doesnt have the subversive humor they are used to. And that makes it harder for sincere modern stuff to be made.

She was a smoker, but she never smoked around the Monarch during her whole time working with him/living with him. Also, she already had the same voice during her college days anyways, so maybe those two facts were unrelated anyways.
