Imo it suffers from sequel syndrome a bit in that introducing new characters means other ones take a massive backseat and have no impact. Snake being an obvious one.
Towards the end when they hit off into space it sorta started dragging too. The time spent on the action there could have been better spent on character dynamics and arcs instead. So many of the films arcs seemed unresolved or went nowhere. Did it suffer a lot of rewrites?
Diane and Wolf have their love interest but rather than preaching love has no barriers they just remove Diane as Governor, so class does dictate love.
Wolf gets tempted into being a bad guy again but it ends as soon as it's introduced.
Everyone finds out about Diane's secret life, literally no repercussions. I don't think they ever say how the other group knew it was her too
Diane and Wolf barely interact to actually push their relationship forward.
No one actually gives the bad guys a chance or respects them for the whole film, so the entire setup of the film to show respect is earned never even gets addressed. Rather than their actions showing redemption, they had to stop an entire evil plot and then get presumed dead and only then did people like them. I don't get what sort of message that's supposed to be. The first one was about redemption even when people view you differently. This one kinda just said screw that.
Kitty Kat's lust for gold isn't really explored upon, or why she goes total psycho over it. It kept feeling like it was coming but just never did. Her heist made no sense either. Steal all the gold into space and uh, then what?
I like the idea of a new group coercing the bad guys and I think the setup for the film was good. The humour is largely carried over from the first, and I really like Wolf as a character and think he matches up to the antics in the first.
Overall I don't think it's a bad film though. Flawed, not as good as the first (though less Mary Sue-ing) but still an enjoyable watch
