Heroes have many runs anon. Some have protagonists being friends, other enemies, and other times lovers. It creates versatility to the character.

With that being said, I hope that we get one day to see a comic run of Cloak without dagger being around and having fights against supervillains. He's potentially very strong and one of the most powerful marvel characters, but the way he's getting nerfed on purpose in every CnD comics because "muh evil power" is pretty frustrating.
