Either Draken and Shego or Junior and Senior because their dynamics had good comedy duo chemistry.

Drakken and Shego are the best, no question. They are as much of an integral part of the show as Ron and Kim are, they were always fun and endearing to watch.

From minor villains, I like DNAmy and Frugal Lucre, they've got pretty cool gimmicks.

Most others were serviceable but not that special. Junior and Senior were occasionally funny. Dementor and that Scottish guy barely got any episodes to themselves IIRC. Monkey Fist is a fun idea but I think he was too pathetic even by KP villain standards, getting his ass handed to him by Ron's loli sister by the final season.
