Everyone except Luther are drawn with their balls here. I wonder if the original idea was that getting neutered was this horror story that first happens to Luther and then to Bull, but the other characters keep their balls? In the final movie, everyone else is already neutered at the beginning of the story except Bull.
If they changed their minds about which characters should be neutered, it changes some character dynamics a little bit.
In the movie, Bull and Sterling seemed to believe that having intact balls made them superior dogs. So neutering means Bull gets "demoted" to a lower rank, but it's kinda okay since all of his pals are the same as him anyway. Bull initially whines and moans about his upcoming operation to the point where the other dogs get annoyed that he's saying cruel things about their condition.
On the other hand, if Bull and Luther were the only dogs that ended up fixed, then Bull's position would be more lonely. His friends coming to support him would change its meaning. It would be more like "you might be losing your manhood but we're still your friends" instead of "you were being a jerk but we're still your friends".
