No, just France and the US (and Canada for a lesser extent), Japan was JUST the animation and animation pre-production assistance since the creative team was 100% French.
DiC didn't go fully American until 1987, causing the French side to become C&D.
All TMS did was the animation and polishing the character design sheets, THATS IT!
And as for Lupin VIII that was being produced at the same time as Inspector Gadget.
Inspector Gadget was never a replacement for Lupin VIII.
In fact the ONLY West-Japan thing DiC ever did was Ulysses 31, and the creative team on that show WAS ENTIRELY JAPANESE (the only French things about it were that the main adult character was designed after Jean Chalopin and one of the space ships in the show was modeled after FR3 logo at the time), The Mysterious Cities of Gold was nothing but a anime dub as DiC nor Jean Chalopin were credited on the Japanese original and Lupin VIII was just a foreign funded anime.
