Conflict drives narrative, whether that be internal or interpersonal. I don't think people Hated eachother so much as they were able to be Annoyed without it being the end of the world.
Eds are always trying to scam the other kids in the culdesac, so naturally that earns them some enmity, but they also keep coming back for more so who's really to blame?
Mandy has this smoldering hatred for mankind, yet gets along amicably with Billy. Billy's hatred burns like firecracker: fast and loud, over in an instant, and doesn't happen too often. Anytime someone else gets pissed off AT them it's usually some idiot villains like the Keebler Elves or Headmaster Toadblatt who Deserve some comeuppance.
Bloo is a lovable prankster who the audience is meant to empathize with so you WANT to see him get out of jams like with Squeakerboxxxx or the Ice Charades. ACTUAL problem characters/plots like Goofball or Bendy are one-and-done outliers. If you got pissed off at Cheese, that's just your autism grating against his.
I barely remember anything about Gym Partner, most of the conflicts there were generic fish out of water gags from Adam not being used to an Animal School, weren't they? And he usually came on top at the end by learning how to integrate. Jake being annoying is kinda the premise of the show, what are you gonna do make him NOT get up to monkeyshines?
Honestly, some relatively recent shows have been kinda worse about this than the old school ones:

Every other episode makes a buttmonkey out of Robin for being the downer straightman of the group.
