I don't really know the guy well, but I feel like the creator didn't really know what he was doing and was mostly just throwing stuff at the wall. Mandy becoming an techie while not really resolving the movie thing is a little odd. I do like how there's almost a "naturalistic" approach to the comic, but it does seem evident the dude probably wanted to do his own Sunday strip because he thought it would be fun, but didn't really think too deeply about it or how he wanted to include the elements he did. I guess he's more of a gardener as opposed to a architect when it comes to creative matters. It reminds me how Krinkles, the creator of Madness Combat, said he probably would have stopped the series very early if not for all the fans wanting more, and it ended up being pretty fleshed out for an internet series about a bunch of blobs murdering each other.

Serialized just means stuff that has ongoing storylines, where each comic or episode builds off on the last one, think like Beserk or the Lord of the Rings novels, as opposed to more episodic stuff that largely have stories existing in a vaccum, like most newspaper comic strips or Seinfeld. Mandy was aping typical newspaper comic strips, meaning it's a relatively episodic comic. Building up a romance is harder in such a comic, because it either means you have to change it to something more serialized or somehow manage to do it within the episodic format. For instance, it took Jon and Liz from Garfield like thirty or so years to actually shack up. And that's not dwelling into how strange of a romance it would be, which edge closer to something like Raine Dog, even it'll presumably be more comedic about it and not actually talk about the "worldbuilding" of it.
