Ok, here's the thing that not many people seem to get when it comes to speedsters. It's a power, they turn it on and turn it off. When it's not on, they're just like you and me more or less. That being said, they can turn it on at the speed of thought. Which, while not nearly as fast as the speed of light/sound, can be triggered by instinct. Nearly precog in some instances to people with significant danger sense.
Red Rush in Invincible supposedly had his mind working at super speed all time. So everything and everyone was in slow mo for him all the time. And it kind of implies that his other (dependant) powers are also active too. This isn't normal for speedsters though, when the power isn't active they're just as human and fragile as us.
So Dash, not using his powers at that exact moment, gets hit just like anyone else. Speedsters are only as powerful as they are when actively using their speed. That being said, that also produces a kind of tunnel vision and they can be taken by surprise. Like Thawne getting shot by Thomas Wayne in Flashpoint.
That bullshit with Catwoman hitting three flashes like nothing is total shit though, that wouldn't happen. The only way that works out is if she had one of those Superpower Pills from Injustice and they didn't know about it. But only then.
