I've thought the same thing, but in Absolute Superman, Lazarus shenanigans are portrayed as happening primarily in the Global South. This is just a theory, but it seems likely to me that Joker is affiliated with Lazarus, maybe gets his funding from them. If that's the case then whatever he is doing in North America precludes the need for Peacekeeper activity there, Kansas being the exception.

Well in one of the original previews for Absolute Green Lantern, the head writer mentioned that it was taking place before any 'metas' have really revealed themselves. The only exception he made was that 'Wonder Woman might have appeared a couple of times.'

So, from that logic, it seems Diana comes earliest, followed by Green Lantern.
Now, since Batman isn't a 'metahuman' really, moreso an urban legend of Gotham, he may have already shown up around the same time of either AWW or AGL, but that's not totally clear.

Superman hasn't been mentioned himself in any of the other comics, as far as I know. So It might make sense if he were last chronologically.
And Absolute Martian Manhunter just needs to fall sometime after Batman

Black = chaotic, not necessarily evil but untamed
Red = restraint, discipline, avoiding wrong actions

But also this isn't the viewpoint everyone has, the Blackstars view the levels in the opposite direction in terms of hierarchy
