He didnt?

In G1, starscream shot megs in the back and megatron promptly threw his out
Starscream was only welcomed back after he brought the combaticons back as a gift offering
They return back to the status quo after that, but he never makes another overt attempt to coup megatron again after that

In the movie, starscream does successfully usurp power
But galvatron returns and nukes starscream with no hesitation for that bad comedy

In TF animated, starscream is kicked out after his first coup attempt and he works by himself for the rest of the show
He only survives because of an allspark fragment in his head

Megatron keeps Starscream around because Starscream acts as the largest living vessel for backstabbing within a group. If there exists the potential for in-group betrayal, the introduction of Starscream means all the "must destroy my own teammates for power" energy manifests straight from him instead. As long as Starscream is alive, nobody else will think about fighting for the position of leader, especially when the one living example is constantly being smacked around for it.

That's why whenever Megatron is out of the picture and Starscream is in control (or isn't in the picture either) shit immediately falls apart.

Starscream is ambitious and useful. But more importantly he hates the Autobots as much as Megatron. It's been a billion years since I've seen Beast Wars but I recall there being a plot about Starscream actually considering joining the Autobots, thus creating tons of drama. Someone tell me if I'm wrong

Starscream is a mix of a fall guy,punching bag,sharpshooter,jester and provides challenge for megatron to grow by countering each coup attempt

Because decepticons are kratocracy where leadership is often governed by whoever took out the last guy. Starscream is in his position because as other anons have said he is an effective warrior and schemer. Starscream is not the only guy in Megatron's inner circle gunning to become leader and Soundwave is an expliciet exception because he thrives in being the lead intelligence officer and the power that leverages, almost every other Decepticon is biding their time to usurp Megatron. But the way these hirearchys work is that you must look out for people above you who might try to step on you but also look out for those below you who might try to take you out to climb the ranks. Starscream has a lot of bots below him and these bots have consistently shown throughout the series to fucking hate him. Starscream has to keep his own seeker squad under control with half a dozen other Decepticons lining up at the first chance to kill him. If Starscream wasn't in his position, Megatron would have to worry about all of them too as he is top of the pyramid. Starscream is usefull and ironically helps create social security for Megatron.

He is nessasary, not liked or really tolerated, but he is nessasary.

He's a pretty useful guy in the right circumstances, a lot of media ends up showing Starscream as being a very competent warrior all things considered and Megatron probably knows Starscream is too incompetent to actually try something against him at full strength, and when he does try something? I wish Decepticon cloak-and-dagger politics were properly fleshed out. Giving Starscream some rivals to betray in order to secure his position would make him look more competent. Megatron really only needs to be the last bots he tries to cross.

Because he wanted someone around to keep him on his toes and keep his mind sharp. He was worried about becoming complacent and overconfident. If Starscream ever did succeed in taking him out, then he deserved it.

Why hasn't anyone ever adapted the Underbase storyline? I want to see an adaptation of Starscream becoming a Demigod, killing 90% of the cast, and then becoming so powerful he explodes. He finally got what he wanted, but in the end, it required him to fail yet again.

this, the Decepticons are built on "might makes right". if you want something and you have the power to take it, then you do it. if Starscream ever becomes strong enough to take the role of leader away from Megatron, then he's earned it and is simply following the Decepticon code

Dude I’m watching the series now and it’s great btw I think it maybe the greatest cartoon but anyway episode 3 fucking starscream tries to shoot megatron in the back and megatron still allows him to be around

The whole show btw is hilarious.
