Off-topic, but I recently got into raildex. Despite what everyone says I found Railgun to be liquid ass and couldn't make it through 5 episodes. Can I safely skip Railgun and go to Index II or is their actual important plot in Railgun?

Railgun's director saw an all-female cast and decided to adapt a sci-fi dystopian story as CGDCT because it was the popular thing at the time and his fetish so most of both seasons of Railgun are filler. That said he does a great job of adapting the actual material when he finally gets to it so I'd say to carry on and watch just the first halves of the first two seasons of Railgun (the later halves are completely anime original and suck ass).
As for the plot, is not really relevant to what's been adapted in Index but it does add flavour to Academy City as a horrible place to live.
