The creators literally acknowledge this and said that’s what they wanted.
Personally, I still see it as an excuse to cheap out. I think if they’d had a better budget, they might have considered making it look grander. And it’s not like this is the first time an animated kids’ film set out to look like moving illustrations. That used to be Disney’s whole deal, and they made really impressive movies that emulated simple illustrative styles but still elevated them.
But, Light of the World also feels like it was intentionally made for five year olds even beyond just the art style. It is just constantly spelling out every single message it’s trying to send in very simple terms, like many christian movies do. It’s just not as dirt cheap and embarrassingly bad as most.
