Depends on which Bruce Wayne. AFAIK, only the one that disappeared during Crisis (or Flashpoint? I forget), before the start of the Batwoman comics is /potentially/ Jewish, and full Jewish at that if so. Batwoman is Jewish. Her father is Jewish. Her mother is Jewish. Her father is Batman's mother's brother IE Martha Wayne nee Kane. That means that unless he's a convert, which most people appreciate he is, she is also Jewish. Jewish mother = Batman is full Jewish, too by halakha. In that continuity, his son, if he had one, would be half Jewish, though. To put it into perspective, this Bruce can enter the mikveh. Damian/Damien (forgot which spelling), if he exists, would have to convert first.
In other continuities, Thomas was a Prot of some kind and Martha a Catholic. I don't know which, if either, faith Batman leans toward but regardless, he isn't Jewish in those continuities and they are the majority of them.

Again, depends on continuity. The original Batgirl, Betty (or Bette) Kane was explicitly Yehudi since her appearance in the 50s or 60s. She's Bruce's maternal cousin.
However! /We don't know who her parents are/. With the same surname as Martha's maiden name, it's assumed her father was Martha's brother, particularly since she and Bruce share a grandfather in Roderick Kane (which is not a very Jewish name). What we do know is that the original Batwoman, Kathy Kane, isn't her mother in current continuity. Kathy was never a Jew in any reality and, iinm, was once married to a Nazi. But she married into the Kanes, by way of Martha's other brother (not Jacob, the current Batwoman's father; forgot his name).
tl;dr
Whoever established the Kate Kane Batwoman something like twenty years ago is whoever it was who made Batman /potentially/ half Jewish.
