You arent allowed to make another Youtube channel if they permanently ban one of your existing ones. This isnt really possible to enforce unless somebody mass reports you. In effect Youtube's standards and rules dont actually benefit anybody, they ban for basically anything and then haters of whatever content creator can weaponize reports to deplatform them for good.
