It's something I've noticed more and more as time goes on, a lot (not all) but a lot of modern voice actors seem more polished at READING lines but not very good at ACTING lines. These older animated shows have scratchier kinda mushy audio, and a lot of the VAs have technically "imperfect" voices but they tend to put a lot more emotion into their performances.
Not to slight all modern VAs, there are some really top notch ones especially outside of big productions, but if I were to guess a lot of VAs from older animated shows were literal theatre kids and did a lot of practice acting in school plays all the way up into their adulthoods before ever getting asked to do a movie job.
Their performance is more theatrical, in the literal sense, and a bit more emotive.
