They made that show in Japan, it was called Mobile Suit Gundam.

For a new in-house entirely domestic production, I'd look to get a hold of the writers from As Told By Ginger, Kim Possible, and the Proud Family and aim to find common threads surrounding coming of age stories that appeal to that demographic. I'd also heavily consider acquiring rights to some newer young adult best sellers and producing animated series for those with established fanbases. Lastly, I'd also look to acquire series from outside of the US such as Apocethary Diaries. If I was running a network, I'd outright run a toonami block with shows in that vein + probably even consider buying rights to some LNs for domestic cartoon spinoffs for production right alongside the young adult bestseller animations.

Probably more importantly, I'd look to do tie-ins with products and social phenomena that girls are aging into when people say they are aging out of cartoons. Get the characters from your shows in the makeup aisles, run top 10 music countdowns on the channel, and get your characters in shops that sell boba tea, coffee, and breakfast items.

The final and most important piece:
a primetime show or two that targets the male demographic HARD. Something algorithmically designed to be what all the guys that the girls want to be with are watching, laughing, and thoroughly enjoying. Something that everyone is thoroughly confused at seeing on this otherwise feminine network, but they cannot turn their head away from

Girls at my school may have stopped watching cartoons earlier, but they KEPT watching stuff like Hannah Montana & Wizards of Waverly place longer than boys (like up to being a college freshman) so it's obviously not a maturity thing. I think they're just more mindful about being perceived as popular so they try to leave childish things behind and model themselves after what "popular girls" are doing.

That being said, girls typically would still have a softspot for cute cartoon mascot characters like Pikachu, Stitch, Hello Kitty, and Strawberry Shortcake. And it wasn't uncommon for girls to watch stuff like Inuyasha, Sailor Moon, or My Little Pony: Friendship is Magic. And nowadays it seems like a lot of girls will still watch Miraculous Ladybug.

I think making a live action show that's basically about a girl who wears really nice clothes and has a pair of hot boys fighting over her (like Twilight/The Vampire Diaries) is probably always going to be your best bet, but if you're going to go the animated route you will need:

This is a really good point, and what they should do. People don't want to admit it nowadays, but girls really are "boy crazy." I used to see lots of girls writing fics about the One Direction boys and stuff because they just want to see an ensemble of cute adolescent boys. They also like the found family aspect and boys being put in crazy situations where they have to be vulnerable around each other so a show like Young Justice where they're living together away from all adult supervision and frequently getting into fights and stuff is a great set up. Honestly, there's probably lots of examples of shows that got cancelled because "too many girls were watching them" that they could learn from and just make with the intention that they hope girls will start watching it.

Because Japan knows how to pander and the US is afraid to. It's not that girls grow out of animation, it's just that there's nothing of value in western animation for a girl after they grow up from MLP, and want hot boys and romance.
So they tend to start watching live-action shows that'll give them relatable female leads.
In the same sense, animation has also failed men by being too afraid to show sex appeal because of it being labelled as problematic.
